There is a little lock mechanism generally right adjacent to the slot you need that to be firmly often pushed or slid to the right that is ultimately the main thing that will hold the card in place. And yeah if that pcie card lock isn't pushed and unlocked when you slide the new card in... Yeah its always gonna be half way in cause the PCIE locker still in its locked position. And yes the slot lock can be a bit of a pain in the ass depending on how your mobo's manufacturing made the pcie lock. Some have a well made pcie lock and others like your mobo is clearly not made with the intention of swaping parts in and out easily. Good luck and be gentle when you finally slot the gpu in.

Certainly open it when I attempt to push it into the slot; it will align properly when I press a screwdriver. The GPU won’t cooperate. For now, I’m considering applying more force. I’ve already made a video to demonstrate the latch: https://imgur.com/a/vQtVbwp

You're using a flat head screwdriver to gently ground the head, loosening the lock while inserting the GPU. Once it's in place, you secure it firmly into the slot and then tighten it into the case to prevent movement. After that, you connect the GPU and complete the installation process. Finally, you'll likely add the CPU cooler before the board becomes too crowded.
