Turn off Vsync. Use fullscreen mode without window borders or borders. Disable any GPU software that might set a framerate target. Restore Nvidia control panel settings to their original state (factory reset). Skyrim remains capped at 60 Hz due to physics engine synchronization. This issue may not have a direct solution.
