I turned on the computer again, verified the NVIDIA preferences and confirmed the game used the same settings (1080p, V-Sync off). Still getting the same results, which is frustrating. I don’t need over 60 frames per second, but I’m stuck figuring it out.

This wasn't something I considered before. When using HDMI, it's best to change to dual DVI or DisplayPort.
