I don't believe it's the PSU since I used a different one for my older computer and it functioned properly

It's likely the motherboard lacks the right BIOS for Ryzen 3000 series. Check the box for a "Ryzen 3000 ready" sticker. If not, consider visiting a PC shop to upgrade your BIOS, look for a friend with a Gen 1 or Gen 2 Ryzen CPU to help, or order an AMD upgrade kit online.
