Hey there, I see you're having some issues with your setup. Let's figure this out together. Your system looks solid with a Ryzen 5 3600, 16GB RAM, and a Zotac GTX 1070. The 1TB SSD and 500W PSU should handle most tasks, but if it won’t power on or shows no activity, it might be a hardware issue or a power problem. Check the power cable, ensure the PSU is properly connected, and try restarting the device. If it still doesn’t work, there could be a fault in the motherboard or RAM.

I don't believe it's the PSU since I used a different one for my older computer and it functioned properly

It's likely the motherboard lacks the right BIOS for Ryzen 3000 series. Check the box for a "Ryzen 3000 ready" sticker. If not, consider visiting a PC shop to upgrade your BIOS, look for a friend with a Gen 1 or Gen 2 Ryzen CPU to help, or order an AMD upgrade kit online.

Are you keeping your previous computer? It might be worth testing the power supply unit to confirm functionality.

The AMD support page addresses common questions about the PA-100 short-term processor loan kit. It provides information on the product, its features, and how to use it for testing or development purposes.

Do you have RAM installed in slots 2 and 4, and are all connections properly made from the PSU?
