It doesn’t seem like all fans are throttled for performance. My AIO runs at full speed, and I have a 360mm setup. The motherboard is an NZXT Z790, with temperatures typically between 85-90°C.
What kind of motherboard are you using? Likely there’s a power cap in place, as a ~250W limit usually means the 13900K will perform around 35K, and going below that often comes from a less efficient operating system.
Verify the BIOS settings first; it’s possible the board has a default power limit that could be causing the VRM overheating during Cinebench. If that doesn’t resolve the issue, consider updating the BIOS, as newer versions sometimes affect performance unexpectedly.
The 13900 runs very hot, yet temperatures around 85-90°C suggest the cooling isn't performing optimally. Consider reapplying thermal paste for better heat dissipation.
In short, the IRS is functioning as designed. A benchmark like CB provides useful reference points, showing what your CPU should achieve on average. If you're not seeing unusual results yet, consider tweaking settings such as undervolting, setting power limits, or disabling turbo boost to optimize performance.
Typical users receive around $40K from R23 with a 13900K chip when power limits are turned off. About $34K is seen in the 13700K range (the chip holds roughly $31K stock, about $33K at full stability, and $34K when pushed to its limit for Cinebench).
Power restrictions must be turned off. That’s a really bad design choice. Otherwise, the chip could overheat and fail. Understood.
It doesn't seem to be cooling much, my readings are typical for reduced load—actually a bit cooler than most users experience when using the 13900k in Cinabench.
