They're referring to a different voltage setting than what's normally used by the CPU. Because of vdroop, the BIOS voltage will typically be higher than the actual CPU voltage. Your 5950X shows a slight drift above 1.35 volts when tracked with HWInfo, but it should remain stable as long as it doesn't stay there too long. Many users are used to manual overclocking where voltage is fixed, which can cause faster wear. If the system stays stable at a lower voltage, it's safe to proceed. Otherwise, it's better to keep it unchanged unless you're certain of stability.

Precision Boost and PBO serve distinct purposes. Ryzen achieves 100% boost when PBO is turned off. PBO tries to increase performance while maintaining parameter limits. https://www.gamersnexus.net/guides/3491-...ks-auto-oc

It's fine since it runs automatically, but it won't increase beyond its maximum speed, making it pretty ineffective.

Eventually stopped testing due to errors. Maybe I should stick to around 4.1 and let PBO turbo reach its rated 4.2 when needed, avoiding the rounding issues on prime.

Achieving around 4100MHz would be reasonable. My initial AM4 board was a 3600XT running at 4400MHz with 1.2875v and 4500MHz at 1.3375v.

4.1 runs smoothly without any issues, though it reaches around 89.4°C. The concern is whether using just your core at 100 MHz under boost makes sense—seems like the boost isn’t activating properly, as indicated by HWinfo. I also turned on PBO.

Just adjust the multiplier and voltage. PBO doesn't work well with Zen2.

Decide whether to switch it off or keep it in auto mode. For your last point, monitor the stock, apply stress tests, and verify the hardware feed from the board. Then choose the setting—4.1 or 4.2—based on what you find.
