The FS S3900 works well, but keep in mind it’s a layer 2 device with minimal L3 capabilities. This means it likely won’t function as a DHCP server.

It includes a DHCP relay as well. I prefer to view all my DHCP leases on the router, even when the switch manages certain subnets.

I’m using it as the sole switch. I also need a router, and the same applies to an L3 switch because a switch lacks a firewall and similar features.

In the under a few thousand dollar range, you won’t typically encounter more than ACLs and certain routing protocols. I haven’t seen any L3 switches supporting NAT, though I’m open to being corrected.

Relies on the amount of NAT traffic you wish to monitor. I recall the Cisco Nexus 9000 series can handle NAT with a limit of 1023 entries, and the Catalyst 9500 also supports it, though I don't have the exact cap.

You can set up PFSense on a computer if one is available. If you plan to purchase new equipment, the choice between Netgate and another manufacturer’s box, or making a router yourself from parts, seems fairly balanced.
