I've installed ENB mods and my game appears as if it was developed in 2050.

You’re likely to face a CPU limitation. A comparable machine with a dual-core 2.1GHz processor experienced constant CPU constraints from various tasks.

A few players enjoy customizing the game's appearance, but I truly appreciate the original textures and lighting—Ultra and Hi Res Default DLC are perfect!

I played it without any changes and it was exactly as intended. Now I want to extend the playtime even though there are already 1200 hours. I completely removed the original version to transform it into something new. I only make modifications after completing a game, either when I finish it or if I lose interest and want to change it.

It’s not a straightforward 100% experience in Skyrim.

Suggested to install these mods for better performance: SKSE Crash fixes and, if issues persist, add Safety Load.

It might not be as severe as others think, causing instability only in the engine. Probably not a hardware issue—just the engine itself. The game was released in 2011; I used texture mods and ENBs on a 680 and achieved 60fps.
