I think that statement is a bit off. I actually own Fallout 3 and NV with Windows 7, but they both work just fine. I was able to customize them a lot without any issues.
Didn't mention NV? Actually, if you're using Windows 7 and playing 3, the necessary files should be there. It's not a common issue with 7 and 8.1.
