I purchased Fall3 for my Xbox, but the disc reader isn’t working properly. I have a budget laptop that handles CS:GO well—i5 4200U with 4 cores, 6GB RAM. Can I play it in 1080p at least 30 frames per second?

Windows 7 or 8.1 may need adjustments, but Windows 10 should work fine.

I think that statement is a bit off. I actually own Fallout 3 and NV with Windows 7, but they both work just fine. I was able to customize them a lot without any issues.

It won't even start when using Steam. There are some guides that explain the steps and files needed for changes, but it's really frustrating for me.

Didn't mention NV? Actually, if you're using Windows 7 and playing 3, the necessary files should be there. It's not a common issue with 7 and 8.1.

I upgraded for free to 10 and started downloading Fallout 3. If it functions, I'll share an update. I've tested it and followed a tutorial on YouTube. I'll let you know if it's stable.
