Why am I being charged for a game I bought? This doesn’t make sense at all! If I want to share a game with a friend, I have to pay. Steam seems to be getting worse! Do you think the fees will be reasonable?

Ownership of games is limited. You may only purchase them for others.

If you've purchased the game and saved it to your personal collection, sending it as a gift isn't possible. This could disrupt developers since digital copies can be easily exchanged and traded, potentially impacting sales. The only option is using Steam Family Sharing, which lets your friend access the game from your library while keeping their own saves intact, though both of you can't play simultaneously.
