I'm using a 4-way Sli Titan and I'm unsure why I need a minimum FPS. Suppose I'm running at 1080p and I don't want to cap the frame rate, but I don't want it to drop below 60. Just for reference, even if it slows down a bit, it's under 60. If no program can do that, I'll create my own.

Then I need something else... For example, if you have a 1500W power supply but your components draw more than that, you don’t want to replace it permanently for those occasional issues. Just switch on a backup unit instead—no need to explain the reason again.

I don't think you can enforce a low FPS if the system can't handle 30 frames per second. Making it require 30 FPS won't actually alter the performance.

Perhaps a program could force his GPU to overclock whenever it hit that limit, even though the hardware would likely fail during startup

Notice, achieving over 60 frames per second isn't achievable. If it stays above that rate, it does so naturally. You can't compel your GPU to generate 60+fps when it can't sustain it at that moment. The rest of the time you're comfortably above the baseline fps anyway.
