The Skyrim game engine is built to operate smoothly up to 60 frames per second. Beyond that, performance may drop noticeably due to issues with physics, animations, and other systems. In the skyrim.ini file you can adjust iPresentInterval = 1, and if you're using an ENB you can enable EnableVSync=true. It's best to stick with one option—ENB is usually the safer choice. Still, experimenting with a frame limiter or a VSync setting at the driver level can help improve stability.

I don't feel confident about handling profile business.

I don't believe that's the case. Since I lack experience with Catalyst Control Center, I'm unable to assist with setting up a profile. You might want to disable V-Sync globally and check if your frame rate improves in Skyrim.

The game should not exceed 60 frames per second. It won’t run smoothly, and the physics plus water systems will fail due to performance issues.
