There are 9900 ks up for sale on eBay at $52 each, with some priced below $150. Purchasing one of these old CPUs might not be a wise move.
Check where they send their products from. The bidding is low because they originate from China, which means it will not only be a long process to receive them but also the shipping fees are probably going to be high.
I definitely wouldn't like this nowadays. The 12th generation chips are still in stock and the DDR4 boards are still available at the moment.
I bought a couple of AMD 760K CPUs from China on eBay a few years ago. Shipping was free. Price was circa US $14 each. Even when they do charge postage, it's often a dollar or so. They seemed to have some deal which allowed surface (or very slow air) shipping for practically nothing. Delivery times were typically 10 to 14 days.
I have a bunch of LGA1150/51/55 boards, but it's a case of diminishing returns when upgrading past a certain point. The fastest compatible CPUs cost more than a modern CPU capable of running much faster.
You might even pick up a 4-year old mobo/CPU bundle for less than an old 9900K. There's also the worry about whether or not the previous owner applied a sustained high Vcore when overclocking.
