How much of the card's performance would be affected? I've noticed friends selling these cards at a significantly reduced price, and they seem to use them mostly for basic tasks. They usually run in a PC that isn't heavily loaded. If I purchase one, I might not have enough funds for months to buy a new graphics card and CPU.

I plan to play most games at 1440p ultra mainly to prevent CPU bottlenecks. How severe would the impact be if I tried this?

A CPU bottleneck will not hurt anything, so don't worry about it. Get the best GPU your budget and power supply can handle, and reuse the GPU when you can get a new motherboard and cpu.

It doesn't really matter if it's a good deal; having the powerful GPU won't cause any issues as long as you have a decent PSU. The main factors are the game and its settings. You could manage the visual effects if your CPU isn't the limiting factor. Concerns about bottlenecks mainly come into play when building a new system, and you don't want to sacrifice performance for years.

How much performance would you be sacrificing? You saw a benchmark showing a 4070 super achieving 60-90fps at 1080p. You plan to play at 1440p to improve it, but it's unclear what impact that will have.

1440p will reduce the CPU bottleneck compared to 1080p. Still, I wouldn't be concerned. Use the 7800xt and have fun.

You'll get what you get. If the short term plan is to replace the CPU, don't worry about it.
If that system is similar to yours, and the GPU you get can handle 1440p at that FPS in that game, then you will see the same FPS. If in that scenario it was actually 1080 Ultra with Ray Tracing and everything on, then maybe less with a 7800XT since Nvidia is generally better at ray tracing.
Would need the specific game, settings, and hardware to get more into it.

I'm looking for a suitable CPU that fits my existing socket. I might be able to save up enough money to purchase a better one soon and also set aside funds for the next six months to upgrade both CPU and motherboard. The current i5 8400 is working fine, but I want to ensure it doesn't limit performance. I'm considering a budget of around $150.

i7-8700k offers hyperthreading with six cores and twelve threads, which is an improvement over your previous setup of six cores and six threads.
i9-9900k provides eight cores and sixteen threads, assuming the motherboard supports its BIOS requirements.
Please note the board model when discussing this upgrade.
A switch would also require a corresponding change in CPU cooler.

The motherboard is compatible with all LGA1151_v1 CPUs. Choosing a 9900k isn't the best decision, and the 8700k offers only slight gains.
