I chose Witcher 3 with 1080p medium settings. My frame rate hovers between 40 and 45 fps, not reaching 60 fps. I’m stable at 720p running at 60fps. My CPU usage is around 25-30%, while the GPU stays at 100%. System specs include an i5 4690 with an overclocked AMD 7950 GPU and 16GB RAM.

It's a demanding GPU game. Achieving 60 frames per second at 1080p requires a more powerful GPU (like the RX 470 with 4GB).

It's an older card, and Witcher is mostly optimized for NVIDIA. Do you have any settings enabled? If so, please disable them.

Disable Ambient Occlusion or switch to SSAO only, ensuring HBAO+ is excluded. Adjust foliage visibility to medium or low levels—this significantly affects frame rate. Turn off HairWorks for a stable 60 FPS. Other settings should work well at High/Ultra. Deactivate Chromatic aberration and vignetting, and enable the hardware cursor. You might also consider disabling AA for an additional 5-6 FPS if necessary. Sharpening can be left on as it has minimal performance impact.
