I’d suggest upgrading to a GPU similar to what others recommend in this article. Your existing GPU is quite outdated, and Witcher 3 demands significant graphical power. You might consider newer models like the 470/480/1060. While I can’t directly compare it to your current card, the 1050ti could still be a decent upgrade if you’re limited on budget.

You should reach around 60 frames per second with the right adjustments. My friend uses an R9 280, which is essentially an overclocked card and works fine. However, performance drops to about 40 FPS in Novigrad. Adjust this setting: the background character count restricts the number of NPCs visible. Set it low—around 75—to avoid overwhelming the screen with too many characters at once.
