Press the advanced startup options to start your PC in recovery mode. If that doesn’t work, you can try reinstalling Windows as a backup option.

Windows doesn’t let you reinstall the OS unless you also reinstall your programs. That’s simple to use.

Yeah. Not to mention you still can’t download a fresh copy of Windows 10 while the PC is rebooted to recovery mode.
