If the same problem occurred, and without a different monitor to try, the one I owned offered a pip option, letting me load BIOS at 1080p. I assume my Gigabyte B450 DS3H UEFI with the Red Devil RX480 wouldn’t be able to support a 4K display... This actually made a big difference for me. I was convinced I was losing my mind.
I still considered this problem even this morning when I powered on my PC. I don't have the issue because I upgraded to 7900XTX Red Devil a few months ago.
