Updated notes: Clicking right on the drive causes the explorer to freeze as shown. New details: Opening it first with a left click then right click on the blank area lets you adjust properties, suggesting the issue lies with the OS rather than the drive itself. Possibly a shortcut or broken link.

You can find a USB-C 2.5" SATA caddy at a low cost. Alternatively, use a USB stick connected to the same computer in Linux to check whether the problem lies with the operating system.

Linux functioned properly without any issues. I attempted to set up a new user based on intuition. It worked well for the new account. The issue seems related to my user shortcuts or links. The main challenge is that swapping users would require redoing everything, which could take a month if it resolves. I rely heavily on Vortex and frequently use mods for my games, so having no backups is problematic. I need a method to restore or reset file links. Honestly, Windows 10 was frustrating at times, but this situation makes me believe Microsoft often releases better versions next.

Yes, it seems like an MS problem. The issue might relate to My Documents being in a special folder. Would moving My Documents back to the C: drive work? If it does, it likely needs to be logged as a bug with MS.

Could be a team at Microsoft focused on software development.

A little bit, yes, but if there is indeed a bug in Windows, only Microsoft will be able to address it. Assuming that that is the issue, of course - you will likely only find out by contacting Microsoft support.
