Open Windows PowerShell with admin rights. Click the Start button, select Command Prompt (Admin), type "Powershell" in the black window and press Enter. In the Administrator Windows PowerShell window, paste the following command and hit Enter: Get-AppXPackage -AllUsers | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register "$($_.InstallLocation)\AppXManifest.xml"}. Wait for the process to finish. Then try pressing Start and see if it works.
It depends on what you mean by "restart." If you need to clear temporary files, consider rebooting. Otherwise, clicking the Start menu is usually enough to refresh the system.
