Windows 8.1 with a third-party start menu might be the top choice, though it depends on what you value most. On the flip side, you can customize Windows 10 to resemble 8.1 while still receiving upcoming updates such as DX12 and kernel improvements. If they intend to extend the "10" support beyond typical timelines, I believe users will eventually shift their preference.

If it isn't available on the servers... we'll create a WSOU server. Don't worry about digging through the registry on a production machine—just focus on setting that up.
