You're really unsure about what's going on. Backing up your files and installing a clean install of 1709 should be safe, but you must upgrade before March 2019. Otherwise, support will end, and you won't get updates or security patches. This could leave you exposed to viruses and other risks.

You need to obtain version 1709, but your purchase was for version 1703. Check the official documentation or contact support for the correct upgrade path. The DVD installer and Windows Media Creator Tool are tied to version 1703.

New features appear twice yearly, while bug fixes and security patches come monthly (minimum) as long as the OS build remains active.

Updates are available via Windows Update (under Settings). After saving your data, you can reinstall Windows through the Settings app.

Yes, that's correct. You should upgrade to version 1709, change the version number from 1703, and then reset your Windows as requested.

After the update, resetting should work fine. You might also consider using the Windows Media Creation tool, downloading setup files onto a USB drive (specify it's for another PC), and installing 1709 over 1703. Avoid installing it on the existing setup to prevent similar problems.
