My original Windows version is 1703, I prefer that. I don’t need to change it again.
You're really unsure about what's going on. Backing up your files and installing a clean install of 1709 should be safe, but you must upgrade before March 2019. Otherwise, support will end, and you won't get updates or security patches. This could leave you exposed to viruses and other risks.
Windows 10 functions as a service, offering all updates—cumulative or not—at no cost to users. To stay supported, individuals need to upgrade after a specific timeframe. New features appear twice yearly, while bug fixes and security patches come monthly (minimum) as long as the OS build remains active.
You can find version 1709 from the Windows Media Creation Tool by downloading it directly from the official Microsoft website or through a trusted retailer.
After the update, resetting should work fine. You might also consider using the Windows Media Creation tool, downloading setup files onto a USB drive (specify it's for another PC), and installing 1709 over 1703. Avoid installing it on the existing setup to prevent similar problems.
