Check if KB2919355 (Windows 8.1 Update 1) is present. This version is required for the update. Unfortunately, Microsoft hasn’t released a separate installer for KB305583, so you’ll need to wait. It’s suggested as an update for 8.1, and it should install automatically with the standard options.
