I'm a bit traditional, need to search for it and look in the optical devices section to confirm the driver is correctly installed.

Did you try connecting different SATA ports on the motherboard to check?

This seems to be related to a Driver problem. I would first check the motherboard, optical drive, or the prebuilt manufacturer for any Windows 11 driver available. Here are some helpful tips (not limited to Dell, unless that's the case):
