Here’s what I have for your current setup:
AMD Ryzen 5 3600 Tray
be quiet! CPU Cooling Pure Rock Slim
Gigabyte B450M DS3H
DDR 4 32G (16GX2) 3600 CL18 DARK Za TEAM
Antec Case P101 Silent
ANTEC PSU 650W Neo Eco Modular 80+
Addlink SSD 256GB S70 M.2 2280 NVMe
Seagate HDD 1.0TB 64MB SATA3 Barracuda
PowerColor RX 5700XT 8G GDDR6 AXRX 5700XT 8GBD6-3DH
I’m thinking of swapping my current CPU and GPU for a Ryzen 7 5800X3D and an RTX 4070.
I might also upgrade my old FHD monitor to a 1440p one.
My concerns are:
Are the remaining components compatible with what I want?
Should I be worried about bottlenecks or incompatibilities?

12gb of VRAM. Not every game includes ray tracing or DLSS. Rendering performance is lower. The graphics card isn't offering much value for the price.

There really isn't a strong need for the 4070. Plus, your display handles freesync well and doesn't support gsync, which adds another benefit.
