On older systems such as OP's Ivy Bridge, the difference is completely nonexistent.

You acquired your graphics card from a previous owner or through a resale. The model you have is likely GTX 1070, which typically comes with 8GB of VRAM. Since your card only has 4GB, it might be an older version with a different BIOS setting. It’s possible the information you received was incorrect or misleading.

Speccy isn't the best choice... Using Device Manager or CPUZ/GPUZ tends to work better.

I experienced significant FPS drops earlier today, reducing my GTX 1080 to just 2-20 frames per second. The Task Manager displayed unusually high RAM consumption from PUBG, even after I closed the game and ended it quickly. Restarting my PC resolved the issue, but I’m still unsure what exactly was causing it and if PUBG was the main problem.

Consider testing a new version and see if it resolves the issue, wondering if your Windows setup is the problem.
