What video quality are you using? You should see smooth 60+ fps at 1080p with those adjustments. Your 770 with a 4690 should definitely handle it. Have you looked at your CPU and GPU usage while playing PUGB? Tools like MSI Afterburner can provide clear insights.

OT content is really awkward, PUBG isn't as smooth as claimed. Consider reinstalling your GPU driver and double-check that your monitor cable is linked to the GPU, not the motherboard.
