I would have kept it turned on, though I question if it's the reason for your problem. None of your components were defective in quality, which leads me to suspect a hardware issue. My prediction is RAM might be the culprit—I’m not familiar with many Xeon gamers, but I don’t think that’s your case. I’ll investigate further online to try and fix the matter.

Turn on HT. The game you were testing in DSR was LoL, HoTS, and SC2. Those are some of the essential titles you'd want to play. I wasn't surprised your Xeon is limiting performance on the 980, but I'm curious about how much it's actually impacting you—especially at DSR. Also, could you confirm which x16 slot your GPU is connected to?

it is at position 5 where I tested 3 as well; 2 has fewer pins besides the slot. I used Heroes of the Storm as an example. In League of Legends this usually occurs when something appears on the screen more than when you move over it. It skips frames, only units related to it do, while other elements stay normal—depending on the situation. Some games behave differently, but they all tend to skip frames to some degree. The FPS counter either shows 60 or stays around that number. Depends on your settings; if VSync is enabled at 60, it works fine, otherwise it can be higher. Adaptive VSync handles it similarly.

P.S.: By the way, DSR—do you know what it stands for and why it might still function even when enabled?

Did you turn on Dynamic Super Resolution and adjust the display to 4K? Otherwise, you might be missing out on performance benefits. The higher the resolution, the more GPU demand it places, which can boost readout metrics while easing CPU strain.
