When RAM isn't resolving the issue, the CPU becomes the next likely candidate for investigation.

We should first check the situation, I've already added the details above. Someone with experience is needed to review this. If I change my CPU, I'll also need a new board, PSU, and case—essentially a full PC upgrade. Let's concentrate on identifying the root cause right now. If it turns out the issue is the CPU, we can explore possible fixes.

CPU usage is near maximum at about 90%, while GPU performance remains low, around 20-30%. Consider turning on DSR and test the game at 4K or higher resolution to see how the graphs change.

Yes, hyper threading is active. The BIOS settings appear to be correct.

I would attempt to remove and reinstall the game, and review background tasks. If the game uses an SSD, you have a decent mid-tier quad-core processor with a GeForce 980, and a modern ultrabook with built-in graphics can handle LoL smoothly, then the issue likely isn't hardware-related.

DX11 titles struggle due to single-threaded performance issues. Your processor is over 90% utilized, causing a bottleneck. As mentioned earlier, enabling DSR for 1440p or 4K might help lower the CPU demand. Unstable or inconsistent frame rates are the clear signs of a CPU limitation.

Yes here is the next graph: Then what is it? I tried to reinstall of course. I disabled hyperthread as someone told me to because it would run games better. But I saw no difference. Actually one of my cpu is used much but the others re not used. Why is that also? Anyway I have one more above as requested.

Have you looked in the Windows Task Manager to identify other factors affecting the CPU usage? If I dedicate sufficient effort to resolving this issue without a permanent solution, I’d consider reformatting the OS drive and reinstalling Windows. Straightforward yet practical.

Review the updates posted on the main thread, as it will help everyone understand quickly. I included all details I remember—restarted Windows, switched between different operating systems, and used various storage options like an SSD. My task manager showed normal activity; no unusual spikes or heavy CPU usage. Currently, only "System Idle Process" is consuming my CPU. Everything seems standard.

To turn off hyperthreading is unnecessary because it doesn’t improve performance and can even slow things down. It’s usually disabled only when specific hardware or software needs it, not for general use.
