It might not be the stock but rather the cooler or the thermal paste underneath. The simplest and most affordable option is to remove the old paste and apply a fresh one.

You can find affordable fan coolers and solid thermal solutions. Compound for around 50 euros works well if you're okay with a very basic look. Noctua models at this price point are acceptable, though the color might be quite harsh. Using high-quality thermal paste is preferable to generic ones. When replacing the cooler, always verify the remaining paste. Excess can harm heat distribution.

The issue was caused by the torrent, I stopped the torrent job and it’s working fine now. I plan to remove uTorrent now.
