Have you adjusted the Power Options to High Performance? If not, navigate to Energy Options and configure everything to High. Also, turn off HDD Sleep and any other settings that could cause stuttering. Check out this guide with clear steps: How to Customize Power Options Advanced Settings in Windows 10. You can find more details at www.howto-connect.com

The reasons behind this problem are hard to identify, since many factors could be involved. A few years back, I experienced the same challenge. The solution for me was adjusting my Windows power settings from Balanced to High Performance. Balanced may affect voltage levels and consequently the clock speed of certain hardware components, leading to performance fluctuations. Overclocking can also trigger this issue, whether it's manual overclocking or Intel's turbo boost. If you're doing custom overclocking, ensure it's done correctly or disable it. For CPUs with built-in turbo features (like factory overclocking), consider turning it off if the problem continues after changing power settings. If none of these steps help, temporarily disabling your anti-virus program and Windows Game Mode might reveal the cause. Otherwise, you'll need to investigate further.

Hey sorry, the delayed reply wasn't on my phone all day. I'll try again tomorrow. I'm going to sleep now, by the way. Thanks for the advice.

The straightforward solution is your RAM. 8gb is insufficient for running modern games smoothly. Your RAM gets full and then it resorts to using the swap file, page file, or virtual memory—either on your SSD or HDD. This causes stuttering. Upgrade to a 2 x 8GB matched kit at 3200mhz. Are your current RAM sticks 2 x 4GB or just 1 x 8GB?

I actually resolved the issue from disk defragmentation, but the stutter returned within a few days. It wasn’t as severe as before, though it still bothered me. Each time it stuttered, the disk usage would spike to 100%.
I also have another concern: my game appears pixelated when I use fullscreen mode.
