Hey, aren't these cards less powerful than the 1080 Ti when you have a bit of a performance loss?

Some times yes, other times no. The old GTX 1080 Ti had 3,584 cores and 8 years of age. A new RTX 3060 with 12GB has more cores, speed, and features, but only a tiny bit less memory bandwidth. The new RTX 4060 is smaller but newer. It doesn't have as much VRAM or memory bandwidth, so it can't load all the high-res textures easily. The RX 7600 and 6600XT are slightly weaker than the 4060. A GTX 50-series card launches soon and might be a great value. An RTX A770 is a good pick for you, but it's like an old RTX 3060 in most games. It has 16GB of memory, which gives you more options. The B580 fights with the 4060, but its 12GB memory lets you run some higher settings at about the same speed as frames per second.
