That's really slow. Even with a regular hard drive this wouldn't be okay. The only issue I notice is your hard drive limiting performance. I don't have the exact read speeds for the DVD-ROM drives, but that's my best estimate. HDDs can install game files in about 35 minutes, while SSDs do it in roughly 15 minutes. As mentioned in the comments, this might be due to needing to download the latest patch, and Rockstar's server is quite slow for you.

My friend purchased a tangible version, and I was present during the setup with them. It took roughly an hour or two for him to go through the disks and complete the installation. It seems my own process got stuck and didn’t progress further.

I downloaded it despite the 16mbps speed. Leaving the download running at night is easy, and restricting it during the day keeps the game available in a day. Even with a data limit, it’s manageable—your reason makes sense.

It's because social club downloads are extremely slow, even with the disc version—updating is a major pain. Those who got it in under five hours received the Steam version. I downloaded the non-Steam one and waited 12 hours on a 200mbps connection.
