These cards do show a slight decrease in performance when compared to the 1080 Ti model.
In certain situations yes and no exists. The 1080 Ti had 3584 CUDA cores and was 8 years old. The RTX 3060 12GB offers similar core count, but with better clock speed and features, though slightly less bandwidth. The RTX4060 is smaller and newer, but has less VRAM and bandwidth, limiting its ability to handle high resolution textures. The RX7600 and 6600XT perform slightly worse than the 4060. The 5060 is expected soon and could be a strong contender. The A770 remains a solid option, matching most games closely with its 16GB VRAM. The B580 matches the RTX 4060 but uses 12GB memory, enabling higher settings at comparable FPS.

A bit late to join the gathering. However, you've already shared some solid ideas about the GPU to choose. Still, to notice improvement from a previous GPU, the relative performance should be at least 20%. Otherwise, it's unlikely you'd see much difference. That would suggest an RTX 5060 Ti.

I own a 5800X3D and a 5090 with an 80% power setting on a Prime Titanium 850w PSU from 2019. I've also tested it at full power. The maximum draw from the wall was 760w, which indicates the PC was drawing about 690 watts. The TG wire pro never exceeded 470w at the 80% limit and 580w without the power cap. I've been using it with Cyberpunk 2077 at 4k resolution for roughly two months. A quality 850w unit for a 5080 or lower with an AMD 8-core CPU should work fine, around 1KW for a 5090/4090. I'm aware I'm pushing the limits with an 850w PSU, but I find it odd how some people arbitrarily set wattage minimums without proper testing or reviewer references.
