Recently it seems to me that the cost gap between a solid 750W model and a high-performance 850W one can reach $40-50. That’s not huge overall, but it represents a notable portion of many budget configurations. The overlap between mid-range and high-end power supplies is increasing. My main concern with current recommendations is the abundance of new ATX 3.1 models without reviews or detailed analyses. This creates a complex situation with similar model names and brand recognition. For short-term voltage fluctuations, using protection features might be beneficial—it lets the PSU operate slightly above its 100% duty cycle. Choosing a unit larger than any potential spikes could mean sacrificing efficiency during normal use. I’m not sure if anyone has explored this angle before. Older power supplies were more tolerant of brief overruns, but modern GPUs require longer excursions, which older units couldn’t handle well. Seasonic Platinum models, for example, often faced problems with 3080/3090 cards, even when they were typically 850W or higher. The shutdowns were frequent due to the OCP kicking in too quickly.
There isn't any other PCIe slot available to try, which means it's mostly over. If you manage to obtain another GPU for testing, you might verify that the CPU and board function properly. This is especially useful if the 1080 Ti performs well in a different setup.

However, I have verified the HDMI cable as well—using another HDMI cable and a different monitor with my laptop (as a secondary display), there were no artifacts during that use. Additionally, I used a different HDMI cable and still obtained the same results. This likely means the issue does not involve the monitor or the video cable connection/ports.
