The problem occurs with a functional 1080 Ti graphics card. It's happening on a newly assembled system, and I attempted to start it.

This problem occurs during startup. It started right after turning on the PC.

It’s probably because of your GPU.
Given that you have an F-suffix CPU, you likely don’t have an integrated graphics card. To confirm a GPU problem, test with another system that has a working GPU and see how it performs.
You might also try installing your GTX 1080 Ti in a different setup to check for any issues.
However, before swapping the GPU, ensure your power supply is in good condition. The current PSU appears to be of low quality, which could be the main cause of your problems.

For your build—especially with the GTX 1080 Ti—at least a Tier A PSU would be ideal, while Tier A+ is better.

Also, thank you for the PSU advice—your Corsair CV650 is a Tier C model. Could you recommend a suitable Tier A or A+ power supply? (I was a bit unsure from what I found online)

Depends on your budget and IF your GTX 1080 Ti survived.
If it did survived, your GPU can spike up to 474W. ~200W for the rest of the system and total combined ~675W. Meaning 850W PSU to power it all.

Seven years is acceptable, but ten or twelve years ensures a high-quality device.
A 650w unit might suffice now, but consider upgrading to a more powerful graphics card later.
Opt for 750w or 850w models; price differences are generally small.
The PSU will only draw the power it needs, not exceeding its maximum capacity.

The 10 series isn’t as recognized for strong transient spikes compared to the 20 series and higher. A solid ATX 3.0/3.1 unit should manage double its load during short GPU spikes.

I use a 350W 3080Ti with 12700kf on an RM850x (2016) without problems. It’s not inexpensive, but you can still find RM850x models; the Shift is typically the most affordable, though its power cables exit from the side rather than the standard placement, so verify your case fits properly.

I’d be confident with a 750W unit for the 12400F and 1080 Ti. The CPU could draw between 60-80W during gaming.

It's okay to go over-provision in terms of wattage. Personally, I stop at a GPU that draws around 300W and a PSU that handles 850W. For a GPU like the RTX 4080, I'd consider a 1kW unit.

Of course, this approach depends on the PSU's ability to handle the load, which might not last forever. Increasing wattage seems more reliable. Also, an 850W unit isn't significantly pricier than a 750W one, and they're often similar in price or even slightly cheaper depending on availability.
