He might be able to play on Med or low settings if he manages to secure a decent GPU. Otherwise, the graphics card would still work, though it might not provide optimal performance. Running at 512 MB should be fine as long as the game settings are adjusted appropriately for better frame rates.

Find a more affordable motherboard. Skip the Z87 requirement for that CPU. Save some cash and invest in a GTX 970 or an R9 290.
