It varies. You might fit an RTX 3090 on a PCIe-enabled Pentium 4, or a Ryzen 9 5950X on a GT 210. There isn't a single clear solution.

This doesn’t imply you should force a 3090 with a dual-core processor to hit 120 FPS in Cyberpunk, but the concept applies. An i3 with an RTX 3080 generally outperforms an i9 with a GT 1030 in most games. The priciest component in a gaming setup is undoubtedly the GPU.

Usually GPUs handle resolution, CPUs manage frame rate. However, bottlenecks still occur.

The main reason to choose a quicker CPU is its upgrade potential. GPUs can be replaced in just two minutes. CPUs, when your socket is still supported, need heatsink removal, cleaning, thermal paste application, etc. If your sockets aren’t compatible, you’ll need a new motherboard and likely have to dismantle your PC significantly to install it. Much more complicated.
