Accept it until you can afford a full system upgrade.
Both your CPU and GPU are on the weaker side.
I usually recommend upgrading the GPU for Cyberpunk, but given the current GPU market, there aren’t many options that significantly improve performance within a tight budget.

I don't think the game will run smoothly on that configuration at all—it's right at the lowest specifications.
There are problems with running it at custom or low settings while aiming for desired frame rates on a system with a 2700X display and 1080 resolution. The game seems poorly optimized and is quite demanding.
Check the "performance" section in the game settings and reduce crowd spawning. It makes a big difference.
Choose a maximum frame rate that's still reasonable, like 30.

Just a reminder about the poor quality of the game deals. If you add this on top, it’s likely to crash or freeze until a patch is released. Especially if you’re near the minimum requirements, it won’t be well received—it’s just how things are.

I own a 32gb 3600ram 5900X CPU with 1050 Ti and achieve roughly 15-28 fps in Cyberpunk at 1080p low settings.
