Here are my top choices of full offline games that include controller support. I almost bought Diablo 3 Eternal, but to my surprise it lacks native controller support and the third-party methods aren't ideal. Since the Switch version performed well, I expected the PC version would be similar. NOPE.

So far, I’ve considered Grim Dawn Definitive and Van Helsing (Adventures of Time), Van Helsing, and the final edition on GOG. Grim Dawn appears to be the most popular alternative, though it doesn’t always rank as the best. Some prefer the original first game, others the remastered version, and the final edition is available on GOG.

As noted, Grim Dawn seems to be the most popular option, but popularity doesn’t always equal quality. Good alternatives are often overlooked due to common preferences.

Warhammer: Chaosbane performs well.
Torchlight 2 offers another strong choice.
Last Epoch stands out as a major title—uncertain if it remains fully offline.

Warhammer appears to be in disrepair and not functioning well. It's understandable given how many Warhammer games shift when they lose popularity; otherwise, they'd meet expectations. A disappointment, but it still covered all the necessary requirements.

Torchlight 2 seemed like a suitable choice, available on GOG with offline play.

The graphics were somewhat outdated, and this was when I found out there was no native controller support.

I tried Chaosbane with two characters and it worked well, so I'm unsure what caused the problems.
Torchlight seemed to help the controller, though it hasn't been used much.
The rest depends on individual taste.

Last Epoch was enjoyable, I recently played it for two months non-stop. I didn’t realize I had one on my controller. TL2 is 12 years old, so you should expect it to feel a bit outdated. It’s still a good game, having logged over 1100 hours since its release. Made by the same team behind Diablo 2. I’m curious if there’s a mod that adds controller compatibility. The game runs much better with mods. Grim Dawn is also fun, similar in concept to Titan Quest. Each character can pick two classes, offering a wide range of combinations. You already have it covered. I tried Path of Exile—it supports controllers and can be played offline, which was the only way I experienced it. There’s a new release this year, but the first one is starting to feel old.

I noticed that Chaos was often mentioned on GOG and Steam. Torchlight has Steam Input but users reported issues. That's why I'm struggling to get a Diablo 3 drop. Although the game isn't exceptional, it offered me enjoyment and replay value. The importance of controller and offline play comes from using it with my Legion Go setup, and most of my PC is M&K-based.

I thought I was playing it offline. It's been several years since I last played it. Probably just played by myself.
I had to halt playing Grim Dawn because the Steam limit for character saves reached its maximum, and it became too much fun. I can't decide which character to play—they all work equally well. I've played it a few times, tried it in beta, and then for about two months last year... I need to figure out how to bypass the save-character limit before I can.
It helps to purchase expansions since it's a large game with many added features, and it also lets you mix different classes.
I’d recommend Sacred 1 or 2, but neither supports controllers and they’re older than TL2. Most games in this genre are. Sacred 3 is... I don’t have the right words for it... don’t buy it. It’s a disservice to the other two titles.
Torchlight – every game after 2 feels like a waste of time to look at. The developers behind 1 & 2 didn’t continue making the rest. I was mistaken—I’ve got 1300 hours in TL2 (just missing 12 achievements, all multiplayer) but only 65 in TL3. It’s not the same... the latest one is even a mobile title.

I've spent around 600 hours in Grim Dawn, and I know people who have more. This might be exactly what you need. Just remember you'll likely want to adjust the user interface, but there are many solid community resources available for that.

Diablo 2 - No idea... used to play before Steam. Never on Steam.
Sacred 2 - Played for about two years straight. Before it ever came to Steam. I can't remember how to play it now. Loading it again feels like relearning everything.
