The stutter happen when your RAM is around 90% usage. I it hitches for me when I fast travel or drive into a new town and city. The game is actually fine. If you have the RAM to handle it.

I haven’t spent more than five months because, honestly, after doing missions and spending a few months online, you end up with nothing to do. Getting into the game quickly becomes boring since the AI isn’t very strong. I was a bit lazy and spent some money on DLC without even playing it. But I really enjoyed the game when I tried it. It worked fine at 1080 high-ultra settings.

I ran it at around 40 frames per second on average throughout the campaign, but the actual frame rates remain quite low.
