Use Speedtest.net instead of just Windows. It gives a rough idea of your current data usage, but it doesn't reflect the actual speed your ISP can provide.

It's okay if things aren't perfect; knowing your ISP's services gives a solid reference point. Be mindful of WiFi usage as it can slow things down. Restarting network drivers might help, and using a Cat 5e or 6 cable for Ethernet is recommended for home connections.
