It's strange how things behave differently after a restart. I thought all programs would be back to normal, but they ended up at 74% instead of 30%.

It seems unclear, but the GPU might be running at full capacity due to system settings or background processes.

Did you disable SMT? That could cause the CPU percentage to appear doubled since Windows only recognizes half of the logical processors.

I also attempted to reinstall the GPU drivers, and once that was done, everything returned to normal. After about five minutes, it reset back to full functionality.

To investigate resource usage, open Performance > GPU and check which components are consuming GPU power. You may need to change a graph to display CUDA instead of Copy or similar to observe computation activity.
