Open Settings > System > Recovery > Advanced Startup and restart. Next, navigate to Advanced options > Startup Settings > Restart. There, you should find an option to enter Safe Mode. Look at the RAM usage there and determine if the issue persists.

Safe Mode? That won’t reset your PC unless you stick to these steps. It starts the OS in a low-driver state without internet until then. Other Safe Modes let internet access while running those drivers.
