It seems the issue might be with the AIO itself. Capture some photos of the CPU and socket for reference. Look for any burn marks on the AIO or pump, and consider smelling it to detect any burnt odors. Inspect everything carefully. It could have been a faulty AIO, which would be ideal. I’ll need to troubleshoot further tomorrow, but it’s 4 AM here and I really need some rest.

The link contains all the images. Note that the connection to the CPU from the aio cooler is mentioned, and it seems the top fan didn't start immediately. Thank you for your assistance!

Everything appears fine. The CPU seems normal, the cooler looks great, and there’s no discoloration on the motherboard near the socket. It could be tricky, but checking the back of the board would help too. Possibly the CPU cooler was the issue. This is why I usually use air coolers—it’s not ideal, but you could try reinstalling the CPU and turning it on to see if it powers up. Don’t leave it more than 5-6 seconds, then press the power button and shut it down. The CPU will heat up quickly without a cooler.

Not necessarily. Recommendation depends on your needs and preferences. Air coolers often offer quieter operation, while AIO coolers typically provide better cooling efficiency for high-performance tasks. Consider what matters most to you.

Yes. AIO's definitely have a place in the cooling market and is needed for very hot chips like the 13900k or if you overclock the 13700k. But for the average consumer with normal gaming CPU's, always. Cheap Dual Tower coolers like Peerless Assassin are incredible and they have a lot less points of failure, if one fan fails then the other fan can keep it cool without issues while you wait for a new fan. AIO's have a lot more points of failure, more electrics that can burn ( maybe what happened to you ), pump failure, the liquid inside can start clogging up etc. I have nothing against AIO's and people who use them, I just dont personally think they are worth it.

Air coolers feature a straightforward design and mechanics. Fewer components mean reduced chances of failure.

They match in terms of specifications. The Noctua NH-D15 is priced higher than the Thermalright model, but offers better features. Your current setup with the i5-13600k and GIGABYTE Z790 looks solid. The air coolers should handle it well, depending on your setup. Thanks for the detailed info – really helpful!
