You can remove the product key from your old PC, install the new hard drive, and then reinstall the Windows 10 license on the new machine. The product key itself isn't needed for the installation process.

Transferring operating system drives between computers isn't advised because existing drivers may cause issues, and moving licenses isn't possible.

I believed you could enter a command in the command prompt to disable the product key and then set up Windows on another machine using the same key.

No, this command doesn't exist. You can use the product key on a different machine and check it; both devices should work, though the previous one may become inactive over time.
