What bothers me is how long and costly it was to set up a working system to monitor this waste. Perhaps Comcast is restricting their network speed?

It’s impossible to make sense of spending 1400 dollars on a gaming GPU. That amount would likely fund advanced virtual reality experiences rather than just pretty visual effects in games that run too slowly.
